Washington Closure appoints two new directors

RICHLAND, Wash.—Washington Closure Hanford has appointed two new directors. Dr.
Michael V. Frank has been named director of Engineering Services and Emily J. Millikin has
been named director of Safety, Health and Quality. They report to President and Project Manager
Neil Brosee.

Frank is responsible for directing the work of 60 employees who provide engineering support
services to Hanford’s River Corridor Closure Project, which is managed by Washington Closure
for the U.S. Department of Energy’s Richland Operations Office.

Before joining Washington Closure, Frank worked at the Yucca Mountain Project in Nevada,
which was managed by Bechtel and later URS, both of which, along with CH2M Hill, are parent
companies of Washington Closure. In addition to working for several major corporations, he has
taught at the University of California at Santa Barbara and owned an engineering consulting
firm.

Frank earned his bachelor’s degree in engineering at the University of California at Los Angeles
(UCLA) in 1969, master’s degree in nuclear science and engineering at Carnegie Mellon
University in 1972 and doctorate in engineering at UCLA in 1978.

He is the author of one book titled, “A Guide to Using Probabilistic Risk Assessment and
Decision Analysis in Complex, High Consequence Systems.” Frank also is the author of nearly
100 papers related to risk, engineering and decision issues associated with nuclear plant
operations, artificial intelligence and space systems.

Millikin leads Washington Closure’s Safety, Health and Quality organization and directs a staff
of 277 who provide safety oversight of the 1,300 Washington Closure and subcontractor
employees working on the River Corridor Closure Project.

Millikin began her tenure with Washington Closure in 2005 before transferring in 2008 to the
Umatilla Chemical Weapons Disposal Facility – operated by parent company URS – to become
the safety manager. She began her career at Hanford in 1986 working in safety and
environmental protection. She gained significant environmental and health physics experience
over the next 20 years working at Hanford, Wash.; Rocky Flats, Colo.; and Mound, Ohio; among
other places.

Millikin earned her bachelor’s degree in environmental health at Purdue University in 1985 with
a double major in health physics and industrial hygiene. She also is a Certified Safety
Professional, as well as certified by the National Registry of Radiation Protection Technologist.
Washington Closure Hanford is a limited liability company owned by URS, Bechtel and CH2M
Hill. It manages the $2.4 billion River Corridor Closure Project for the U.S. Department of
Energy’s Richland Operations Office.

The company is responsible for demolishing 486 buildings, cleaning up 370 contaminated waste
sites, placing two plutonium production reactors and one nuclear facility in interim safe storage,
and managing the Environmental Restoration Disposal Facility – an onsite, engineered landfill
for radioactive and mixed wastes generated during Hanford cleanup.
