Washington Closure Hanford intends to issue a Request for Proposal for a work scope that includes conducting a bioventing pilot test at a petroleum (diesel oil) contaminated soil site located in the 100-N Area of the U. S. Department of Energy Hanford Site, in Washington state. The source of the contamination is from an 80,000 gallon surface spill. The petroleum contamination is known to extend over a wide area and extends through the soil column to groundwater. Drilling of the seven wells (two injection and five monitoring) will be performed by others prior to start of the bioventing work scope. Specific bioventing activities include furnishing necessary facilities, equipment, labor, materials, supplies, and tools perform the work scope. The specific technical services include connecting bioventing equipment (e.g., blower pump, tubing, connectors) to the wells, collecting several phases of initial testing including baseline soil gas samples, respirometry testing, and air injection testing. This work scope also includes collecting periodic samples during the performance period, data reduction, submitting monthly reports, and operation & maintenance of the pilot system for up to six months. It is anticipated that the period of performance for this work will begin early in calendar year 2009.

Prequalification Questionnaire
Washington Closure Hanford (WCH) is planning to issue a Request for Proposal for transportation services including furnishing and delivering required equipment; operating and maintaining equipment; and furnishing labor to transport non-hazardous materials from Hanford waste sites, as well as other unspecified waste sites, to the Environmental Restoration Disposal Facility (ERDF) and; dumping the materials into the ERDF disposal cells. A subcontract agreement will be awarded. This procurement will be a small business set aside, under NAICS 562910.
Scope
The subcontract will require transportation and unloading of up to 220,000 tons of waste and construction debris materials on the Hanford Site. Transportation will take place on “public” roads. Wastes will be transported from the 100 D reactor waste sites to the Environmental Restoration Disposal Facility (ERDF) located in the 200 East Area. The CERCLA wastes include non hazardous soils construction/building debris, metal, concrete and municipal landfill type materials. ERDF is located on the Hanford Reservation in the 200 West Area, off of Beloit Avenue, near the intersection of Route 3 and Route 3 North.
The waste/material transportation and handling may include any of the work activities listed below:
- Waste/material transportation from the 100D reactor waste sites to ERDF.
- Unloading waste/materials in the ERDF landfill by dumping off in cell ramps or stock piling on the cell floor.
- Pup & truck equipment will be specified for transportation/hauling.
Work activities include but are not limited to:
- Mobilization (submittal preparation and approval, training, equipment mobilization, establish workforce, etc.)
- Providing equipment and materials
- Coordination with the waste generators (subcontractors, CONTRACTOR, etc.)
- CERCLA Waste transportation (DOT non regulated hazardous and non hazardous)
- Unloading waste into disposal cell (on floor or off ramps)
- Safety and Health Program (Integrated Safety Management System)
- Quality Control
- Craft employment, supervision, and management
- Procedure/work documentation generation, maintenance, and control
- Equipment Management
- Provide and maintain equipment (dump trucks and dump trailers, consumables, etc.)
- Demobilization
The time frame for this activity to take place is between February 2009 and September 2009. A prequalification questionnaire will be issued in November 2008.
If a sufficient number of small disadvantaged businesses successfully complete the prequalification process, WCH reserves the right to further set aside this procurement for small disadvantaged business.
SDB teaming agreements that meet pre-qualification criteria will be considered.
